Here’s who made the cut: Steve Earle & The Del McCoury Band, The Mountain (#18); Kelly Willis, What I Deserve (#27); John Prine, In Spite of Ourselves (#36); Dixie Chicks, Fly (#41); Buddy Miller, Cruel Moon (#49); Julie Miller, Broken Things (#51); Johnny Dowd, Pictures From Life’s Other Side (#75); Dolly Parton, The Grass Is Blue, and Mandy Barnett, I’ve Got a Right to Cry (Tied at #78). Play, by techo-rock artist Moby, was voted the best album of 1999.
