Cabbage Casserole

1 head cabbage
1 cup cooked rice
1 pound hamburger, cooked
¼ cup onions, chopped and sautéed in 2 tablespoons butter
1 can mushroom soup
1 can celery soup
½ can water
1 can diced tomatoes
1 teaspoon salt
½ teaspoon pepper
1 tablespoon sugar

Preheat oven to 350°.

Slice one head of cabbage. Place half in a casserole dish. Mix remaining ingredients — cooked rice, sautéed onions, cooked beef, soups, water and tomatoes. Mix in salt and pepper. Add half the meat mixture over the cabbage. Add remaining cabbage and top with remaining meat. Sprinkle sugar over top of meat mixture. Bake at 350° for 1½ hours.
