Hearty Potato Soup

6 medium potatoes, peeled and diced
2 carrots, peeled and grated
4 celery stalks, diced
2 quarts water
1 onion, chopped fine
6 tablespoons butter
6 tablespoons all-purpose flour
1 t salt
1/2 teaspoons pepper
3/4 cup whole milk
3/4 cup half and half
2 chicken flavored bouillon cubes

In a large pot, cook potatoes, carrots and celery in water with bouillon cubes until tender. Saute onions in butter until soft. Stir in flour, salt and pepper, gradually adding milk and half and half, stirring constantly until desired consistency. Yields 2 1/2 quarts.
